Will downtown property owners be responsible for costs associated with this project?

It is anticipated that property owners abutting this snowmelt system will responsible for two costs associated with the project which will be charged in the form of two special assessments. 

  • Installation Special Assessment -   The installation special assessment will cover the incremental cost to increase the size of the snowmelt system.  It is expected that each property will be responsible for these costs.  We are estimating that this cost would be $9.03 per square foot of snowmelted area.  This payment could be made in one lump sum payment or spread o=over a period of 10 years.
  • Operation and Maintenance Special Assessment -   The operation and maintenance special assessment will be levied on a yearly basis and is estimated to be between $.50 and $1.00 per square foot of snowmelted area.  It is anticipated that this payment may fluctuate yearly based on the cost to operate the system in any given year.  

 

At this point in time, we are planning to levy these special assessments based on the snowmelted area for each parcel.  As part of the special assessment process, City Council could determine to place a cap on the square footage that is specially assessed, exempt specific parcels from the special assessments, or even choose not to specially assess for these costs.
